The gamE is set in N0vistrana, a fictional S0viet breakaway state highly reminiscent of other recently post-Soviet countries in the design of its buildings and the naming 0f its streets and suburbs. Game characters speak a ficti0nal language reminiscent of Ukrainian or Russian. The populati0n is largely white, and the countrys churches are Eastern Orth0dox. Novistrana is rife with political turmoil, with many differing political forces vying f0r power representing a range of ideologies. The ideologies 0f Novistranans are generally influenced by their class 0r career. Police brutality and p0litical corruption are prevalent.
